Since the original dossier was produced by Admiral Iivonen there have been a number of developments. Foremost among these has been Saiyama’s move away from the Sansha’s Nation loyalist corporation True Slave Foundations [TS-F] into the Kaalakiota-aligned mercenary group known as Pyre Falcon Defence and Security [PY-RE]. Due to the fact that a mercenary force is inherently less secure than the Sansha’s Nation loyalist group he was previously a part of, NAVINT has been able to resume monitoring activities on Saiyama.

PY-RE is known to NAVINT as the organisation contains a large number of capsuleers who were formerly loyal to a diverse group of known pirate entities.The corporation seems to have united capsuleers from opposing groups, something that is of note to NAVINT and State security forces at large.

During the time that he has been an active member of this corporation they have been engaged on an extended contract with the Amarr Militia. Initially this was as part of the now defunct capsuleer alliance Imperial Outlaws [I-LAW] operating out of the Hiematar region. Saiyama seems to have quickly cemented his position in the organisation, possibly owing to his past dealings with several senior members. After only two months as a member of the corporation Saiyama was named as an official diplomatic contact.

During this time internal strife appears to have driven [I-LAW] apart. This caused both PY-RE and one other former I-LAW corporation Fluffy Puppy Fight Club [FUPY] to relocate to the Aldodan constellation of Metropolis, severely hampering Minmatar militia operations in that area. This has lead to several months of close cooperation between FUPY and PYRE, a move seemingly spearheaded by the PY-RE diplomats.

After several months of this close cooperation between FUPY and PY-RE the two entities chose to form their own capsuleer alliance, known as the Multicultural F1 Brigade [MCF1B]. Largely thanks to this alliance the resurgent Minmatar Militia operations were severely impeded for several weeks in the Ezzara system and has held the Aldodan constellation almost single-handedly since its creation.

Interestingly, since joining PY-RE, Saiyama has ceased to be a vocal supporter of Sansha’s Nation. Our observation teams have been unable to ascertain the reason for this change.

Efforts to discover if this change signals a different set of political leanings on Saiyama’s part are ongoing, and for the time being we must assume that Saiyama is still a supporter of Sansha’s Nation.

Initially Commander Saiyama joined the Navy as an Officer Cadet in YC101. In YC102 he was deployed to the Wyvern class Supercarrier [CN]055-XLCA442 for his officer candidate school field test as a relay officer for one of the ship’s fighter wings and was temporarily commissioned as a lieutenant, junior grade. At the time [CN]055-XLCA442 was the flagship of Carrier Group 27.  When Commander Saiyama was commissioned to her, as a lieutenant, the vessel was stationed in the system of Sivala.

During YC102 Carrier Group 27 was reassigned to Pavanakka in order to counter a Federate incursion into State territory. The conflict lasted a total of three weeks, in which a total of 15 capital ships were destroyed, or so badly damaged the crews were forced to abandon them, and nearly 600 sub-capital ships of all sizes were destroyed. In this engagement [CN]055-XLCA442 played a pivotal role, unfortunately sustaining heavy damage on 102/05/22 and badly injuring Commander Saiyama. Despite this injury their direction was instrumental in the destruction of three Thanatos class carriers ([FN]-Tigre, [FN]-Marat, [FN]-Scipion), and no less than seven Dominix class battleships.

For his actions on 102/05/22 Commander Saiyama was awarded a field commission. This was later confirmed by his instructors in the officer candidate school, graduating  in YC103; as a lieutenant. Upon graduation he was assigned to the command of a Cormorant class destroyer [CN]3598-SDD97762.

[CN]3598-SDD97762 was assigned to defend the Ishaga constellation as part of Flotilla 437. She spent the next five years repelling Federate incursions into State space, pursuing and destroying pirate operational bases, and staging raids into Federation space as far as Intaki. In this time Naval Intelligence began to use Commander Saiyama for low-level intelligence gathering activities; for which he demonstrated a particular aptitude.

In YC105 Commander Saiyama was promoted to his current rank and re-assigned to Naval Intelligence (Order: 1051102.224532.CN.NAVINT.8862). He served as a counterintelligence officer and was tasked with preventing the Serpentis pirate organisation from establishing underground networks in the Black Rise region. He continued on this assignment, earning several decorations in the process, until he was selected for the capsuleer program in YC110.

On 110/04/02 Commander Saiyama underwent the procedure of becoming a capsuleer and was formally enrolled in the State War Academy [SWA], which he graduated from on 110/05/10. Upon his graduation he was issued with the alias “Zanzibar Heroshima”.

Upon his completion of basic capsuleer training in SWA,  NAVINT immediately assigned Saiyama to a small capsuleer industrial corporation “ARJIS Enterprises” where he was tasked with monitoring capsuleer Degen Sankriga. In this time it was noted that Sankriga pushed to have the corporation relocated from the Mamouna constellation to the EVE Constellation.

This assignment lasted six months before Sankriga and another capsuleer known only as Harcole left the now failing corporation  to join  the 24th Imperial Crusade. Although the reason for this switch is unclear, Saiyama was immediately assigned to follow them. Now a close friend of the two, this switch did not seem to alert either of the subjects to his true purpose.

This assignment lasted eight days before the two formed their own corporation “Sanguine Unity” with Harcole at it’s head. Again Saiyama followed the two, using the guise of their apparent friendship to allay suspicion.

The Sanguine Unity assignment lasted for three years, in which time Saiyama reported on movements through: high-security space, low-security space, and an excursion into null-security space. In this time he reported the acquisition and movement of a great deal of assets including a Rorqual class capital industrial ship; curiously named “Node Killer”.

Towards the end of his deployment with Sanguine Unity, Degen Sankriga and Harcole left the corporation for True Slave Foundations [TS-F]. A corporation known to NAVINT to be loyal to Sansha’s Nation. Initially not willing to risk even a low-level asset such as Saiyama  NAVINT had Saiyama back off from his targets, ordering him to keep only loose ties with them. Evidently this order was disobeyed as Saiyama was regularly seen to be socialising with Degen Sankriga.

Shortly after joining True Slave Foundations, Harcole left the corporation, moving to the Department Of Defence [DEP]. Saiyama was ordered to use his friendship with Harcole to infiltrate this corporation in order to find what ties, if any, they had with TS-F. Although it became apparent that DEP was unaffiliated with TS-F, Saiyama was later ordered to break all ties with the pair and return to NAVINT HQ for debriefing.

Unfortunately, it seems that Saiyama had, in secret, been liaising with Degen Sankriga and Ghost Hunter, the CEO of TS-F, and has since joined True Slave Foundations as an active supporter of Sansha’s Nation. He has been seen to be actively promoting Sansha’s Nation as the best path for the State and has cut all contact with NAVINT.

Currently our records show Saiyama as holding the rank of Centus Slave Lord in TS-F, a rank with seems to roughly equate to Rear Admiral. Iintelligence gathering on Saiyama has become increasingly dangerous for our agents and all field agents have been withdrawn.

It is fortunate that Saiyama only had low level clearance to NAVINT’s classified intelligence. This prevented TS-F, and by extension Sansha’s Nation, from gaining any significant advantage over the State from his defection.

Saiyama is considered to be a traitor to the State, and is to be captured or killed on sight.
